MakeTeXPK will create PK files as required,
provided you have the appropriate MF files.

You could create all the PK files you think you might need;
or you can wait until you need them and let MakeTeXPK create them.
The main disadvantage of this is that there will be a delay
in running dvips (or xdvi).

MakeTeXPK wants to put the fonts it creates in this directory,
but cannot create it.
The simplest thing is to make the directory yourself,
and give it world read and write permissions.
